Policing and queueing

In the End to End QoS design book it calls out as best practice to utilize egress policing when the interface bandwidth does not match the downstream bandwidth. This recommendation implies that the queueing policy in place on the interface will be respected within this policed bandwidth. I however cannot find any documentation as to the order of operation, that would confirm that this is the case. My concern is that if I police this interface and the appropriate queueing policy is not applied on that policed interface I could be dropping priority traffic with my policer. In an IOS router this would be accomplished with a nested policy. On the switch with queuing performed in hardware is there any way to Police and queue?
