License Upgrade for Cisco 880 Advsecurity to Advipservice

I recently need to enable L2tpv3 on the new cisco 881 router (I purchased as advancesecurity IOS). So I ask one of the cisco reseller that how to puchase the upgrade license. He said to me to be able to get the license, I must have a valid Cisco Smartnet contract as well.

I disgree with this, as I only need license for my feature, why should I buy a additional Smartnet contract that I don't need.

Anyone get into this suitation before, any advise.
