rebooting the second ctl in a wism (6509 )

Is there a way to just reboot the second ctl on a WISM.. WS-SVC-WISM-1-K9

console cable and session commandare both not an option. both are dead. . thought I can try " hw-module subslot 9/2 reload " that didn't work either.. 9 being the slot number and 2 being the second controller.

From the sup720 the hw-mod command is your only option.  This will reboot both controllers.  There isn't a way to reboot only one of the controllers in the blade without getting into the controller.

You can also turn the power off of the slot.
