Has anyone gotton this to work on ccm 7.13 without rebooting the cluster? Is it really necessary?

If so, the answer is yes. Support for new devices requires a MANDATORY cluster reboot.

yes, after installing the .cop file, the admin guide says rebo

Correct, but you're not adding a phone FW, you're adding a new device model.

Just look at the name of the procedure:
