CUPC 7x and application dialing

I can't seem to get application dialing rules to apply to the cupc client.

I have tried creating a rule for 7 digit numbers with no strip and prefix 8.  When dialing a 7 digit number from the client it returns bad number.  I am able to see the rules on presence server when I "run sql select" * from application dialrule.

I am able to get this working with an 11 digit rule.  However 7 and 10 fail to work.

Not sure where to go from here.  My client version is. 7.1(1.13850)

Did you make sure to completely exit from CUPC after creating the rules and then opening CUPC back up?  The client will download the rules so you

need to logout to get your new dial rules.  You can even see the dial rules in the "Create Problem Report" if its set to detailed.
