I don't believe there is a timer which can be changed.  The options that you have the ability to change in Service Parameters for the CallManager service are:


Stop Routing on Out of Bandwidth Flag Required Field
Stop Routing on Unallocated Number Flag Required Field
Stop Routing on User Busy Flag Required Field
Stop Routing on Q.931 Disconnect Cause Code


If there was a timer it would be listed here.
