Hi,
I have CUCM 8.0(3) with latest Device Pack
I have installed a 9951 SIP phone
Phone has registered and I can dial it, answer calls and have 2 way audio
However it does not make an outbound call; almost as if it is not sending the dialled digits to CUCM.
Have checked obvious parition and css etc
any ideas?

I'd check the detailed CallManager trace to make sure you're seeing each digit being sent to call manager and if CallManager is doing any digit analysis on them.

Found the problem.
9951 is a video phone, calls stopped working after I enabled the video camera. So I had to add:
voice-port 0/0/0:23
bearer-cap Speech
To the voice port so it wouldn't try to initiate a video call going out to the pstn.

I was having this exact same issue on my 8.5(1) cluster with 9971 phones (that did not have video cameras on them) and CUCM SIP trunks to a third party provider.
I was able to get the phones working by selecting "retry video calls as audio" on the SIP trunk. As the previous poster mentioned, the phones are video by default, so they try and use this capability by default.
