CM 7.1 NFR

I was wondering of anyone has seen this behaviour. I loaded a CallManager NFR cm 7.1 on a certifed MCS server, I get 1 server lic and 50 dl's. When I load it in vmware I get 3 server licenses and 150 dl's.  I am not sure if tis is a vmware thing or not..Is the cm 7 production discs the same as the NFR disks?

maybe I am getting the disks mixed up but it is strange...

I believe that this is specific for VMWare because VMWare on CUCM 7.1 can ONLY be used for lab purposes.
