It's Java, so it uses JDBC. I don't know what "WCF" is.

WCF is Windows Communications Foundation.
WCF Overview
1. What Is WCF?
WCF stands for Windows Communication Foundations.
WCF combines the functionality from ASP.NET Web Services, .NET Remoting, Message Queuing and Enterprise Services.

If the methods of the WCF are encapsulated as Java in a JAR file you can use the Document registration function to make the library visible to CRS and create custom Java code to call the necessary functions.
