Unified CRM Connector and CUCM 7.1.3

I am trying to get the CRM connector for MSCRM client 'click to dial' function to work.  Is the TAPI install required?  I have downloaded and installed the TSP from my CUCM on my laptop, and I still don't see my phone lines on the TAPI config tab in the MSCRM configuration.  I have read all the docs I can find on this, and am very lost.  We have setup the server portion of this on our CRM server, and the lookups of the CRM records works fine.  It's just the click to dial part that I am stuck on.  How/where is the pointer from the CRM server app into the call manager?  How is the association between the desktop app and the phone lines made?  Frustrated.
