Hello,
We have recently migrated from CCM 4.0 to UCCM 8. During the migration, we did not have all of the phones online. Now that we're hooking them up, some of them are unable to boot fully.
My first problem is, I can't find any logs regarding why a device might have failed to register. Where do I look for these messages?

What state are the phones in now then?
You might try the phones' built in webserver, or
"debug tftp events" on a LAN segment, or
detailed tracing on CUCM

App/event logs are accesible via RTMT as well as traces.
