Are mode conditioning cables required for switch to switch connection over multimode fiber (200Meters), if we are using fiber jumpers between device and fiber cable on both ends?

If the fiber between the two switches in not OM3 or OM4 rated multimode fiber (MMF), then you will need to use a Mode Conditioning Patchcords (MCP) at each end of the link; connecting switch #1 and switch #2 to your multimode fiber cable using the MCPs.
Switch #1 ---- MCP ---- Fiber Cable (MMF) ---- MCP ---- Switch #2
