Voice enabled router and CME

Hi all experts. This may sound a bit dumb question but i always had this confusion.

Is there a difference between voice enabled router and CME router ? i mean is it possible that a router doesnt have CME in its IOS but still is called a voice enabled IOS ? what functionality of voice can it support without CME ?

One example of a Voice Enabled Router that does not run CME

is a Router with IOS Voice Digital (T1/E1) Interfaces.

To add onto what Rob stated, CME is just a subset of the voice features within IOS. The IOS version must be one that includes the voice feature set to run CME but CME does not need to be enabled to run other voice features.  Below is a link to most of the features. It's not a comprehensive list but it's pretty close.
