ipv6 assignment to RIR , advertisement of prefix to different region

Hi  every body.

Let say  ICANN assigns 2340::/12 to  ARIN

ARIN in turn  makes the following  assignment  to  Lir

2340:1111 /32    Isp1

2340: 2222/32    isp 2

those isps  then further  divide the address space  to small isps and end users.

2340::/12   prefix should be advertised  to  other  isps in different  geographical regions  say Europe.  Consequently  we want   isps   in Europe to  know  only  one prefix 2340/12   rather than  individual prefix  such as 2340:1111/32, 2340:2222/32    to make routing table smaller.  But  who will advertise this prefix  to  isps in Europe ? ARIN?   but ARIN  is only tasked to  assign ip addresses to its customers from its assigned blocks  .  Will  this job be delegated to some isp?
