There are tools for migrating between versions of Unity and also migrating from Unity to Unity Connection.  However, I do not know of any tools that will migrate subscriber data from Unity and/or Unity Connection to Cisco Unity Express (CUE).  I won't say that a tool of some sort doesn't exist that would aid in the process but I do not know of any personally.
