Can any one please help me to understand difference/ significance of these two commands?

Router:  Cisco 7200

Card :    Enhanced 1 port T3 multichannel Port adapter, 1 port  /   PA-MC-T3-EC

We have Channelised T3 of which 1 T1 channel (chann 28)  is broken up further for Frac T1 (256k) circuits.  One of those Frac T1  circuit  is having issues.Telco keeps insisting nothing wrong on there network.

Take show controllers T1, show interface on the router that have issues.
