ESW 540 24-Port and GIBICs

hello is there a way to properly configure the GIBICs on these switches?

I have 2 EXS540-24 port on Switch 1 i have the GIBIc on port GE3 on Switch2 I have the GIBIC on port Ge4,

however on Switch1 port 12, i can't connect anything it looks like the GIBIC on GE3 is using it

on Switch2 port 24 same thing

is there a way to fix this ?

That is normal behavior as those ports share switch fabric resources with the GBICs. When installed the GBIC will have priority and the associated ports (12 & 24) will not be operational. You seem to have them configured correctly.
