Cisco Router Actual Throughput performance with QoS & ACL enabled

I have read the following document from Cisco website expaling the theoretical throughput of Cisco Routers.

We have to select Routers based on our WAN links Bandwidth which will be utilized by only Video Traffic & the router will only be marking the Packets (DSCP) & a few ACLs to be done.

How much percentage this will vary from the theoretical values given in the above Cisco Router Performance sheet.

e.g : It says Cisco 3945 can handle 502 Mbps with no services enabled. How much this will decrease by introducing a few QoS (DSCP Marking) & a few ACLs. Please give an idea.
