Transferring an outside call to voicemail plays the inside greeting

Hi, my company uses Unity Connections 7.  A user pointed out something to me the other day that I found a little bit odd.  When they answer a call from the PSTN (an outside call) and then transfer the caller to a users voicemail, the caller hears the users Internal Greeting instead of the Standard Greeting.  Is this normal or is there a setting somewhere that controls this behavior?  It seems like Unity would know that the call originated from the outside and therefor play the standard greeting and not the internal greeting.  Any advice is appriciated.

Have you tried loading "Port Status Monitor" and see what is the clid for the call going into voicemail?
