BGP does not send periodic routing updates as other protocols do. So unless the route has changed no update will be sent.

For OSPF, if you issue "show ip ospf neighbor detail" it will show you how long the neighbor has been up
For BGP issue "sh ip bgp su" this will also tell you how long the neighbor has been up and running
