This is because the given IP phone 7940 supports only Cisco PoE and needs to be connected to only Cisco hardware. There are other newer models which can receive IEEE 802.3af PoE standard for which your Netgear PoE would work fine.
Do you know If I require a certain power adaptor or would any cisco power ad do?
