I have a 2851 in my lab I currently use for voice testing. The router is not under smartnet and oreviously I ran 12.4(9) to do all my testing. The router was standard IP Base when it was purchased many years ago. My quesiton is I want to upgrade to 15.1.2 in order to do a little testing. Is it even possible without a support contract to upgrade to 15? I am sure the Lic will show up IP Base in 15 is there any way to get a voice lic?

Feature licensing is only enforced in IOS for the 2900/3900 series routers.
You can put a 2800 on 15.1(2)T assuming you have memory for it.
You don;t need to purchase smartnet for the upgrade, but if you're running a featureset other than what you purchased, you should purchase the license upgrade for that appropriate featureset. Talk to your account team regarding that.
