UC540 8 User to 9 user

The UC540 8 user conssists of 8 user licence and 2 CIPC licence plus 4 FXO licence.  I have a situation where the customer needs 9 IP phones and does not use the 4 FXO or the 2 CIPC licence.  We would like to add 1 more IP phone to the existing 8 IP phones using a ESW 500 Switch.  The cost of additional 8 user license is bit high and the customer is not planning to add any more phoes for now.  Could I add a ESW 500 switch and connect a IP phone and use the additional 1 licence with the existing UC540?

And they are FXS licenses by the way that you can use how ever you like :-)
