When I restore a backup, do I need to upload the licenses files again? The information about the licences (CallMananger, nodes and IP Phones) are on the backup files (.tar)?

Hi Elvis,
The only time you would need to upload the License files again
would be if the restore was being done on the Publisher/First Node
and you were using new hardware. In this instance you would need
to also contact;
To re-home the License files to the new Publisher/First Node server MAC

Can you tell, as I understand CUCM backup stores .lic files and when I restore those files will be there, if I change new hardware's mac address to an old mac address witch where used in old server, will it work?

It would not be a supported configuration so it would not be recommended.
It is not possible to change the server MAC address using the normal accounts created during CUCM installation - it may be possible if you create a root account but this is not a good thing to do on a production system. If you really want to try then the link below may be helpful.

Changing the MAC may work for CUCM 5 through 7 but version 8 introduces virtual MAC addresses which take a range of settings and configuration entries from the server and would be far more difficult to hack.
It would be a far better bet to get the licenses rehosted as suggested by Rob.
