CSS 11503 - service load - what does it mean

So how does 1 Local Connections translate to a load of 99?

Just trying to understand what this is telling me.

I had looked at the documentation before and saw the

Load/Average Load

The current and average load for the service.

but I did not find a definition of 'load' or an association with connections or what the average load is and how is it calculated.  And then based on these  numbers, how should the load balanced nodes be weighted depending on the power/capabilities of each node - probably just a wag based on looking at the statistics on the CSS and the individual nodes.
