I have a campaign with two query rules.  One has a penetration rate of 5, while the other has a penetration rate of 1.  Now, I would expect a somewhat linear dialing of 5 dials from the first query rule, 1 dial from the second query rules, 5 dials from the first query rule, repeat.  However, what I'm seeing is a far from random distribution of dials, about 13 dials from query one, 1 dial from query two, etc.  Is my sample size too small, does it normalize as the day continues?  Or is this something which doesn't really work exactly as advertised in the documentation?
