SPA3102 incoming call ring 15 seconds and get dial tone

I have SPA3102 (5.1.10) registered to Cisco Call Manager 5.1.3 and connected to PSTN in FXO port and configured  <User 1 - Cfwd All Dest to IP Phone >, when incoming call from PSTN, the IP Phone rings about 15 second and then SPA provides dial tone.

is this a configuration error ?
