Any way to keep a layer 3 vlan interface up without any access ports or trunks up?

Hello,
You can use the command switchport autostate exclude on all physical ports to exclude them from influencing the status of associated SVIs. Unfortunately, this command is not specific to any VLAN and using it will result in all SVI states being decoupled from the state of physical switchports configured with this command.

May I ask why you need to do this? Having the SVI state decoupled from the actual state of physical interfaces may result in connectivity issues (a switch may believe to be able to talk to a VLAN although it has no usable interfaces in that VLAN).

Peter is correct you could end up blackholing traffic .
