In your boot statement you've spelled the image name wrong (you're missing a "s" at the end of services). Since it's misspelled, the router can't find the image upon boot and defaults to the first image it finds (the older one).

Good catch 'jmunoz19' but I also realized that I needed a colon (:) in my statement such as
boot system flash:c2800nm-advipservicesk9-mz.124-20.T5.bin
My router is running on 12.4 (20) T5 now.

Hi,
Below is the right boot system
#boot system flash c2800nm-advipservicesk9-mz.124-20.T5.bin
If still issue not resolved by applying the above command them let me know how you are doing upgrade...
Are you keeping your old image in flash?
or removed that and load new image and point to boot system?
Is your flash have enough free space to store both new and old images?
If you dont have enought free space then you have to remove your old image and upload new ios then give boot system command, then it should load with new IOS image.

I am all set now. The key seemed to be the colon (:) in the boot statement (in addition to correcting the spelling of the image name adding an 's' to the advipservicesk9 name).
#boot system flash:c2800nm-advipservicesk9-mz.124-20.T5.bin
Then the router would boot to the new image. Without the colon it would only boot to the old image.
Yes, I had left the old image on the flash as well as the new image. Yes, there was plenty of space on the 256 mg flash card.
