Hi,
I searched through the MediaNet, I did not find any QoS solution for 2950. Is there a reason behind it or incase my search was not complete, can anyone guide me to it ?

Cisco Catalyst 2950 doesn't really support QoS.

What could be the best recommended values for 2950, if someone wants to configure QoS ?

I can't answer for others but we have difficulties configuring QoS (Global or interface-level) on 2950. The 2950 doesn't have the "guts" to do QoS.
If one was to configure QoS, then I'd be looking at the 2960 with LAN Base IOS.

Its hard to tell what you are trying to do with the 2950 QOS configuration snip above.
Have you tried the QOS chapter in teh configuration guide. it will explain the COS to queue mapping.
