Caller ID name not passing to a sip device

Internal five digit send name and number but anything coming in from the pstn does not send the name.   This was working before we upgraded our call-manager to 8.5.  A call to a cisco phone not on the sip trunk works fine.  This sip connnect to a 911 dispatch system by a 3rd party.

what 's the exact  call flow from pstn to cm ?  Can you sketch it out?
