Cisco 1522 - getting radios enabled

I have added the AP to the mac filter list, so I can see it in the controller

The b/g antennas are 5dBi so I set it to 10 x .5

the a antennas are 8 dBi so I set them to 16 x .5

I am not able to get the radios to come online.  Is there something I am missing?

Is the B/G and the A/N networks enabled globally?

Yes,

this controller has 3500 series APs on it as well that are all functioning.  it is on code 7.0.116.0.

I figured out the issue.  I had it connected to a PoE+ switch.  it was enough power to boot, but not power the radios.
