Secondary dial tone same as primary tone CUCM v7.X

Hi all.

We have discovered that our secondary dial tone is the same as our primary dial tone. All route patterns set for call classification offnet and box ticked for outside dial tone. The service parameter Call Classification is set to OFFNet, and all gateways are set to use that system default.

Any thoughts appreciated.

Take a look at what this parameter is set to, perhaps it was changed to "Inside":

Always Use Dial Tone Setting: This parameter determines whether Cisco CallManager should always play default/inside/outside dial tone.
Default -- Outside dial tone can differ from inside dial tone.
Inside -- Always play inside dial tone, even for calls that are destined for OffNet (no distinction between inside and outside dial tone).
Outside -- Always play outside dial tone, even for calls that are destined for OnNet (no distinction between inside and outside dial tone).
   This is a required field.   Default:  Default

I had checked that and it is set for default..

So, you go off hook you hear a dial-tone, you enter off-net access code (i.e. 9) the dial same dial tone continutes to play?

Are all your route patterns, xlation patters, etc that start with the off-net access code configured with "provide outside dial tone"?

Yep,

It only became apparent, because someone had created UDP's starting 9 and the dialtone came in after the second digit was pressed. once they were removed, we noticed it was a continuous tone.
