I'd like to be able to send messages to the on-board spam quarantine via a message or content filter, but this doesn't seem to be allowed. I can send messages to other quarantines like Policy, just not to the spam quarantine. What I'd like to do is have messages that fail DKIM and/or SPF to be quarantined for inspection by the recipients, but the only quarantine that end-users can access is the spam quarantine. Am I barking up the wrong tree with this idea, or is there something I'm overlooking?

In the actions menu, use Add Header option and add X-IronPort-Quarantine header.
