OER is not otabatyvaet channel in the fall of one of the providers

OER is not otabatyvaet channel in the fall of one of the providers. There are two routers that are connected to two different providers, you must configure the balance between 70 to 30. OER pondnimaetsya works, though not 70 to 30 (if anyone knows tell me where the tweak). Once off the main channel of the provider ceases to operate almost all, almost, because some sites continue to operate, the output of show oer master prefix becomes empty. What is wrong?

Config settings OER (between routers HSRP 10.205.248.13):

I have this problem too.

The experiments revealed that the incidence of internet channel works if connect to the router directly, ie OER did work out. But before the router is ASA, if any channel falls through it, while the OER, the Internet does not work. * If the OER is turned off, the fall of any channel switching provider is the default route through the ip sla and everything works. At ASA deny any appears. What could be wrong?
