<ImageItem Image="TFTP:Desktops/320x212x12/Ferra-1.PNG"

URL="TFTP:Desktops/320x212x12/Ferra-1.PNG"/>

<ImageItem Image="TFTP:Desktops/320x212x12/Ferra-2.PNG"

URL="TFTP:Desktops/320x212x12/Ferra-2.PNG"/>

</CiscoIPPhoneImageList>

when i upload the 2 image.PNG on the TFTP server of the cucm  as \Desktops\320x212x12

The images have to go to the same directory, here is a good doc:

https://supportforums.cisco.com/docs/DOC-18765

Your file references the pictures incorrectly, it needs to follow this form:

URL="TFTP:Desktops/320x212x16/FILE.png"/>

where the first line references the name of the thumbnail image.

1. Navigate to the Cisco Unified Operating System Administration area and log in with admin credentials.

2. Navigate to Software Upgrades>TFTP File Management

3.  Select Upload File

4. Browse to File Location - this is the image file

5. In the directory field enter /Desktops/95x34x1

6. Select Upload File

7. Select Close

8. Select Upload File

9. You NEED TO UPLOAD the THUMBNAIL IMAGETOO! for this, Select the image file to be used as a thumbnail (be sure to see cisco's reccomendations),

10. Select Upload File and select close

11. Navigate to Cisco unified serviceability page from the top right drop down

12. Navigate to Tools > Service Activation

13. Stop the Cisco TFTP Service

14. Start the Cisco TFTP service

15. Repeat for each node in the cluster.

16. Reboot a device. or for a number of devices, reset the device pool and then navigate to settings >user preferences > select the image.

The key to the last step is to get the phone to redownload the TFTP config from its servers!
