Can I to block the cisco IP phone with a password/PIN without use the extension mobility?

You could use FAC codes for outbound calls, but not for internal calls.

No, there is no security setting that would let you do that. If you are concerned about phone's ability to make outbound calls you can restrict that with proper CSS, you can also lock down access to Settings, etc.
