TCL script does not allow busy tone to PSTN callers

Hi,

A result of previous trobleshooting Voice gateway sends no busy tone to external calls

is that we use tcl script as a service, which does not allow sending busy tone to external calls. I am posting

script there. Do you have any ideas what causes the trouble?
