That error may appear when presence is starting on the client itself, the error isn't talking about the server side per se.  Though it's difficult to say why this is happening for you.  If you gather the PRT when this happens, we should be able to dig through the diagnostics to determine what's going on with the presence adapter when that feature set is starting.
