Outbound calls: Number not in service.

Currently have 8 phones hooked up to a UC520. 

Users with SPA525g2 phones report that when making phone calls, they will get an error saying " number not in service".  They then try again 2-3 more times and then the call finally goes through. 

Other phones on the network are 7690's.  Could this be a result of too many phones in use on the network?

Use command debug ccsip messages and term mon to get the output.
Than try a call.
