The legacy VPN-client is not supported under Windows 8.1 and as the client is EOL anounced, it probably will never be supported. You have a couple of options:

Cisco Anyconnect is not using IPsec its i need SSl certificate. we become expensive for 50 user..still need a solution.

AnyConnect can use IPsec with IKEv2, which is the "actual" way of doing IPsec. About the certificates: There are CAs with free or low priced certificates available. I got mine from startssl.com. Class1 with one year lifetime is free, Class2 with two years lifetime is $59 or $118, depending if you only need your own identity or your company verified.

My client did not work on 8.1 either. I had to use this fix.

check your event viewer/System log. You may see some entries stating that
"The Cisco Systems Inc. IPSec Driver failed to start due to the following error: Windows cannot verify the digital signature for this file."
disable digital signatures (NOT recommended) and cisco works fine
I guess Cisco has already killed this program if they aren't even getting it certified. Too bad my company just purchased our ASA. Guess we will throw it away and find someone with supported software.

I have gotten this to work every time using these directions.
Install dneupdate64.msi
install vpnclient-winx64-msi-5.0.07.0440-k9.exe
locate and run Cisco VPN Client
enter your connection information

I had the same problem too, using Cisco VPN client ver 5.0.01.0600 fixed the issue!
