Only dual bank phones (phones with two locations for storing phone firmware) have the ability to swap active and inactive loads.  The 89XX phones are dual bank so if you go to CCMAdmin, Device > Device Settings > Device Defaults, find the 89XX and you will see an active and inactive load column.  Click the icon which if you mouse over says "Swap Loads" to switch the active and inactive loads.  The 69XX phones are not dual bank so they cannot have an active and inactive load at the same time.
