If u can telnet WLC then please run this command to access via GUI.

config network mgmt-via-wireless enable

config network mgmt-via-dynamic-interface enable

This is the default behavior & it blocks WLC mgt access via wireless.

If you want to change this, you can go in GUI  "Management -> Management Via Wireless -> enable "

Keep note that then all wireless users can get into this page (without knowing password they cannot do much), & as a security measure by default this is blocked.
