are you looking to do EAP-FAST?  If you are, then you can't do EAP-FAST with NPS/IAS, only Cisco ACS/ISE support FAST.

If you are going to use NPS/IAS then you can use PEAP, but that still requires a server side certificate, but it can be a self genearted one.

Whether you can then use other EAP without a certificate using the username and password???

PEAP would be the choice for username/password for NPS/IAS.  and it does require a server certificate.
