You need to go for third party tool for locking and unlocking the IP phones.

No.

Other way around , u can use Extension Mobility where the user need to enter credentials if it solves your purpose.

In addition to lock using EM

disable setting access from phone configuration page so users can only access ring tones and background from setting menu

The feature called PhoneLock can resolve your need.

Basically, the (un)locking principle is based on CSS change and on user PIN.
