Port does not work on a Cisco WS- C3560CPD - 8PT -S

I have connected a Switch type WS- C3560CPD - 8PT -S. The problem is that I do not get gig ports 0 / 1 to 8 to be working. I have power on port 9 and 10 and they seem to trunk . The switch responds to IP, but even if I connect to a PC on port Provide 0 /1 then I get notconnect on the ports

I have changed cables and assured me that the port is config similar to other switches .

Do I need an external power supply to the switch or is there a command to get the ports to work as normal.

Cofig on the port now looks like this :

There are no error messages with sh log:

Ideally, this model would require a power feed of 20.0w (PoE+). 

Your current power feed is only 15.4w PoE.

Documentation doesn't say what happens if you have 15.4w.

Hello,

 

i have 2 cisco WS-C3560CPD-8PT-S Switches.

 

Switch Ports Model SW Version SW Image

I have also an Linksys LAPAC1200 AccessPoint with PoE.

 

The AP works fine, also with another siwthc with PoE no Problem.

 

But with the Cisco Switch, it wont come up

 

Switch tells me:

Also a PoE Door Bell has the same problem, with the same message.

The other switch is the same.

 

These devices never consume more than 15W.

 

Whats the reason, and how can i get the devices run?
