I was wondering how the phone config files are downloaded via TFTP If we don't specify tftp-server flash: for each file like we do with the firmware etc.
Is It enabled by default for the config files when we use the cme router as the tftp server ?

Whether the default location is in memory or flash:, the phones still need their configuration files hosted by the tftp-server command. The reason you as the administrator do not have to enter it, is that the CME software does it for you.

show run | include tftp-server
show telephony-service tftp-bindings

From the telephony-service by default when you put the "create cnf-files" command the default location is flash. You could change this.
