Try downloading the latest CAD version, reinstall it and then remove it.  Then remove the installer.

I tried that one as well. But it didn't allow me to install the new version.

Did you confirm that all CAD components were removed before installing the new version?

I have seen that error, I believe that you have too NEW of a JAVA installed. Install the version that version of CAD needs. (dont keep it to long security ridden virus loving version :< sorry)
