Does the E3000 wireless router have multiple broadcast domains

I am trying to understand how to set up Guest Wireless access at a business without using the Guest Account feature.  I'm pretty sure that a wireless router such as the E3000 is a single broadcast domain - the  ports on the router are actually layer 2 switch ports, not layer 3.

I have a client who set up another wireless router connected to the switch ports of an E3000 and I don't think that this is secure (minimally secure due to Windows network discovery).
