Multiple networks to one Camera

Hello Sir :)

I have like a building consists of "smart home" flats. Each flat has its own network and is connected to the internet via router or modem with random internal networks. 
I want to connect all those flats to one camera down stairs 

I found a solution however, please check the link:

What we need is that all networks (random networks) in the left side to access the camera (10.10.10.11) in the right side.
I am using tp link routers for testing and the port forwarding and static routes works only for route which the gateway of the camera is the router's route gateway. For example, if the gateway in the camera is 10.10.10.100 the topology only works for that route and so one.

I dont want to make big changes in the flats' networks

I really need an expert

I tried everything :(
